François Legault and the word "effectiveness"

In a publication on Good Friday1, Prime Minister François Legault wanted to explain to Quebecers his reaction to the lowering of the credit rating by the rating firm Standard & Poors. He provided five "consciences" to explain the choices that led to deficits...that led to this slap themselves.
