German president enacts constitutional amendment to allow rearmament

Frank-Walter Steinmeier enacted the amendment to the Constitution to allow for increased defense spending and to create a 500 billion euro development fund.

The legislation that allowed the constitutional amendment was approved during the week by both houses of parliament.
