Although the number of prisoners in the Republic of Moldova has been decreasing over the past four years, prison conditions remain inhumane and degrading. Old infrastructure, insufficient staff, and some prisoners are forced to comply with unwritten rules. These are some of the conclusions of the report of the Council for the Prevention of Torture, presented to Parliament.
