Mother appeals for arrest of culprit... Kumagai fatal hit-and-run victim gives speech to police officers

[Yomiuri Shimbun] This month, Yoriko, the mother of Takanori Koseki (then 10 years old), who died in a hit-and-run incident that occurred in Kumagaya City in 2009, gave her first lecture to police officers. 15 years have passed since the incident.
