WEST SPRINGFIELD — Mayor William C. Reichelt is calling for the city to focus on road paving, infrastructure improvements and public safety, in work outlined in a capital spending plan. The $4,620,000 of proposed work in the coming fiscal year will not require taking on new debt, he said.
